Proposed Bill Eliminates Sovereign Immunity:

Representative Burnam (D-Fort Worth) proposed HB 3727, which would make a governmental entity liable for property damage, personal injury damages, or death if (1) the entity's employee would be liable under Texas law, and (2) the entity would be liable under Texas law if it were a private person.
